Can't access a shared folder on Server 2008 R2 Standard

I have been trying to access a shared folder on C drive of a customers server for a week. All was working well until operating system was corrupted and had to reload OS. Now I have reloaded a second time to resolve some issues but I still can setup the server so that a client can access the shared folder. The folder shows up on the server over the network but it will not let the client open it. I have setup a new share with the wizard and manually. Setup the user to have full rights. Disabled the firewall. Set password requirements to simple and also minimum password characters to 0. This in in a workgroup environment and has worked well for years using Win 2003 Server Standard and Server 2008 and now for about a year server 2008 R2. With this fresh reload I can't seem to get everything set correctly. Any ideas on what I may have missed?
