how can I format disk isn’t shows in the disk management section and shows in the device manager

I have a hard disk of adedicated windows server which contains all my data but it stopped working completely t.the server company replaced this hard by new one  then have attached the old drive to the server through a USB drive enclosure and now it isn’t shows in the disk management section and shows in the device managerwith this error:
