SMB 3.0 HA

Hi, 

I looking for a method to cut down storage cost's within our cloud Provider. We currently use a SAN for file storage and it is not cheap. (Its fine for SQL) As we are looking to have our own domain within the cloud network, I would like to explore the route of using SMB 3.0 to store our application files. 

Would I be able to use SMB 3.0 in an active\active or active\passive state without the use of a SAN? 

The idea being, I would have 2 servers, with large storage attached, these 2 servers would act as file servers for the applications servers, when it comes to restarting servers, one remain active so the application servers could still pull the files. 

Any thoughts?
