Convert ISCSI vhdx from fixed to dynamic

Hello,

I am hoping to convert an Iscsi target vhdx from fixed to dynamic. Most of the articles i have seen refer to using the hyper v manger. This server does not have the hyper V role and im not confident that this is the correct method anyway for an ISCSI target vhdx.

Hopefully there is a Powershell command that makes this quick and painless.
