Server 2012 R2 Standard Causing WAN Slowdown

Hello,

I have a client who is using Server 2012 R2 on a ESXi 5.1 VM Machine (it is the only Virtual Machine on the server). It is a very small office, less the 10 users. The server is their Domain controller, DHCP, DNS, File, and Print server.

When they went from their last server to this one, their internet speeds were noticeably worse. LAN speeds do not seem to suffer.

If I turn off the server, the speeds on the network will go back to what was considered normal before the server was installed.

A couple things I've tried:

-Disabled Microsoft network Server: Digitally sign communications (always)
-Set NIC through ESXi and Router to both 100 Mbps Full Duplex instead of Auto-Negotiate.
-Gone through services and restarted each one until pings to 8.8.8.8 went from 800ms to 50ms. This never seems to remain the same service that is causing issues.
-Changing the virtual NIC on the ESXi to all 3 options. The VMXNET 3 seems to work the best. I have not updated this driver because I cannot find a newer version then 1.5.2.0 from 8/28/2013
-I've checked the DNS and DHCP and everything looks alright, but I'm willing to humor any ideas from here. Note that never restarting either service has improved network speeds.

After rebooting the entire virtual server, the network usually will remain at full speeds for 5 to 15 minutes before degrading back to what sometimes is described as "worse then dial-up".

So, anyone have any ideas?
