Prevent deletion of files

Hi Windows Expert,

I am creating a share folder for one of my department user. for this share folder, their requirement is some users in this dept will have full access right and some users only have read/write access right. these users can only read/write and they can't delete anything inside the shared folder even in the sub shared folder. How do I configure for this permission? I have tried to remove the modify access, in this case those users can't add or rename those files inside, which is not correct. if I put back the modify rights, then they will be able to delete. FYI, we are using windows server 2008 R2 for the file servers.
