Removable disk issue encountered after iSCSI target rebooted

My setup

12 TB Buffalo NAS (Array 1 - Raid 5 - 6 iSCSI volumes) connected to WIndows Server 2008 R2 via iSCSI Initator

Question:

1. After rebooting the NAS without disconnecting iSCSI volumes from the server we encountered the scan and fix diaglog. Is this normal? As per Buffalo support this is to be expected if a iSCSI volume was not disconnected before rebooting either the host or the NAS specially there are file in I/O in process or locked etc.

2. Is it similar to this article https://support.microsoft.com/kb/2386589?wa=wsignin1.0

3. Is it safe to omit the disconnecting and reconnecting of iSCSI volume when there is a need to restart either the host or the TeraStation

4. Is it safe disconnecting and reconnecting is safe considering that we have share and security settings per user already implemented and mapping on each and every volume
