dfsr health report says files received, but server is offline

I have a hub and spoke replication group with one hub and about 80 spokes.

The hub was taken offline temporarily and during that time a health report was generated with dfsradmin via this command:

dfsradmin health new /rgname:MyReplicationGroup /refmemname:MyHub /domain:MyDom /ReportName:Health_Report.html

All of the spokes reported failures as expected, but to my surprise they still said they received files!

I am talking about this element in the xml file (which also shows up in the html file): dfsReplicationReport.members.server.contentSets.set.transactions.recvdfiles.totalBytesReceived

It is impossible for them to be receiving any files for that replicated folder (there is only one folder in the replication group) as they only have connections to the hub.

I am I misunderstand what recvdfiles actually is? Is it the number of files received the last time any files were received? 

These are mostly 2008 R2 servers with a few 2008 servers.
