Can't access HKEY_LOCAL_ROOT

It was literally working 10 minutes ago, then it stopped.

I looked at my HKEY_LOCAL_ROOT key, and administrators did have full read/write access, so I check my account and I am an administrator. The only way I could finally write the keys I needed (from a script) was to add myself to the HKEY_LOCAL_ROOT list, which is redundant because I am an administartor anyway.

UAC is turned off, SmartScreen is turned off, what else do I have to turn off to have a functioning computer?
