Manage shared folder - server operators group

I have Windows server 2012 with Active directory and I need to allow some non-administrator user to mange shared folder in the server (give access to user).

I use MMC in there PC to do that but the problem is that I don't need to add this users to server operator group because  I don't want to give them to much permission on the server.  Just enough to complete this task.

How I can do that.
